Vehicle turns permitted at a stop light
(1) allowed to turn at intersection where a traffic control device is at a steady red: circular, bike, or arrow signal as follows:
(a) right turn to two-way street.
(b) right or left turn to 1-way street in direction of traffic
(2) bicycle or motorcycle may also:
(a) approach intersection where a traffic control device at a steady red: circular, bike, arrow signal AND
(b) if the traffic control device is controlled by vehicle detection device AND
(c) if comes to a complete stop & waits for traffic control device to complete 1 full cycle AND
(d) if vehicle detection device fails to detect their presence & change traffic control device to a green signal, then they proceed with caution through intersection
(3) the following are violations:
(a) failure to stop at the light as required
(b) failure to exercise caution to avoid an accident
(c) disobeying directions of another traffic control device, other than the described in (1) & (2), or direction of a LEO prohibiting the vehicle from proceeding
(d) failure to yield the right of way to traffic lawfully within the intersection or approaching so close to the intersection as to constitute an immediate hazard
(4) vehicles are still subject to the requirements under 811.028 (failure to stop & remain stopped for pedestrian) to stop for a pedestrian before proceeding
