A vehicle:
(1) designed to be operated on ground on wheels
(2) has a seat/saddle rider
(3) is designed to travel with three (3) or less wheels in contact with ground
(4) is propelled only by human power &
(5) has every wheel > 14in in diameter or two (2) tandem wheels either of which is > 14in diameter
