(1) on side of highway having a shoulder, a sidewalk is that portion of highway between outside lateral line of shoulder & adjacent property line capable of being used by pedestrians
(2) on the side of a highway having no shoulder, a sidewalk is that portion of highway between the lateral line of the roadway & adjacent property line capable of being used by pedestrians
