A vehicle that:
(1) is designed to be operated on the ground with four (4) or less wheels;
(2) has foot support or seat for the rider
(3) can be propelled by a motor or human propulsion AND
(4) is equipped with a power source that's incapable of speeds > 24 mph on level ground & the power source is:
(a) a combustion engine with a max 35cc displacement
(b) an electric with power output <= one (1) kilowatt
