164.055(2)(b): chemical compound, mixture or device that is commonly used or intended for the purpose of producing a chemical reaction resulting in a substantially instantaneous release of gas and heat, including but not limited to dynamite, blasting powder, nitroglycerin, blasting caps and nitrojelly, but excluding fireworks, black powder, smokeless powder, small arms ammunition and small arms ammunition primers

480.200(3): chemical compound, mixture or device, the primary or common purpose of which is to function by explosion. The term includes, but is not limited to, dynamite, pellet powder, initiating explosives, detonators, safety fuses, squibs, detonating cord, igniter cord and igniters, but excludes fireworks, black powder, smokeless powder, small arms ammunition, small arms ammunition primers and fertilizer (defined in 633.311(12).
