(a) has the greater of a gross combination weight rating or gross combination weight of >= 26,001 lbs inclusive of one or more towed units, with the greater of a gross vehicle weight rating or gross vehicle weight > 10,000 lbs

(b) has the greater of a gross vehicle weight rating or gross vehicle weight >= 26,001 lbs

(c) is designed to transport >= 16 persons, including the driver or

(d) is used to transport hazardous materials

(a) emergency fire vehicle being operated by firefighters

(b) emergency vehicles being operated by qualified emergency service volunteers (401.358)

(c) motor home used to transport or house, for nonbusiness purposes, the operator or their family members or personal possessions

(d) a recreational vehicle operated solely for personal use
