Substance obtained by separating cannabinoids from marijuana by chemical extraction using:
(a) a hydrocarbon-based solvent e.g. butane, hexane or propane
(b) chemical extraction using carbon dioxide, if process uses high heat or pressure
(c) any other process identified by the commission, in consultation with the authority, by rule
