Children & Minors (Non-sex)
Abandonment of a child
ORS > Criminal Code > Children & Minors (Non-sex) > 163.535
(1) being a parent, lawful guardian or other person lawfully charged with the care or custody of a child under 15, the suspect deserts the child in any place with the intent to abandon it
Application of 167.830 (Employment of minors in place of public entertainment) limited
ORS > Criminal Code > Children & Minors (Non-sex) > 167.840
(1) 167.830 doesn't apply if:
(a) alcoholic beverages are not permitted to be dispensed or consumed in the place of public amusement or entertainment open to the individuals attending the public dance
(b) alcoholic beverages are not permitted to be dispensed or consumed in any place connected by an entrance to the place of public amusement or entertainment
(c) applicable laws, regulations and ordinances for the protection of children under 18 are observed in the conduct of the dance AND
(d) at least one responsible adult is present at all times during the public dance to see that applicable laws, regulations and ordinances for the protection of children under 18 are observed
(2) 167.830 (employment of minors in place of public entertainment) doesn't apply if the child has the written permission of the judge of the juvenile court, for the county in which the child resides, to conduct or assist in conducting the public dance. The judge of the juvenile court shall grant such permission only if:
(a) the parents or legal guardians of the child have consented to the child's participation in such activity; and
(b) the judge has found that participation in such activity will not be inconsistent with the health, safety & morals of the child
(3) this statute is not intended to make lawful any activity that is prohibited within a political subdivision of this state by ordinance or other regulation of the political subdivision
(4) the requirements of this section are in addition to, and not in lieu of, the requirements of 653.315 (working hours for children under 16 years of age)
Buying or selling a person under 18
ORS > Criminal Code > Children & Minors (Non-sex) > 163.537
(1) the suspect buys, sells, barters, trades or offers to buy or sell the legal or physical custody of a person under 18
(2) (1) doesn't:
(a) prohibit someone in the process of adopting a child from paying the fees, costs and expenses related to the adoption as allowed in109.311 (Financial disclosure statement to be filed with petition)
(b) prohibit a negotiated satisfaction of child support back payment or other settlement in favor of a child's parent in exchange for the parent's consent to the adoption of the child by the current spouse of the child's other parent.
(c) apply to fees for services charged by the DHS or adoption agencies licensed under 412.001 (Definitions) to 412.161 (Policy on two-parent families), 412.991 (Criminal penalties) & ORS chapter 418
(d) apply to fees for services in an adoption pursuant to a surrogacy agreement
(e) prohibit discussion or settlement of disputed issues between parties in a domestic relations proceeding.
Child neglect 1

(1)(a) having custody or control of a child < 16 & knowingly leaves or allows the child to:
(A) stay in a vehicle where controlled substances or cannabinoid extracts are being criminally delivered or manufactured
(B) in, on, or in the immediate proximity of premises, where cannabinoid extracts are being processed, if the premises not licensed per Processor license
(C) in, on, or in immediate proximity of premises where controlled substances are being criminally delivered or manufactured for consideration or profit or where a chemical reaction involving one or more precursor substances:
(i) occurred as part of an unlawful manufacturing of a controlled substance or any breaking down of precursor substance for the unlawful manufacture of controlled substance OR
(ii) occurred as part of an unlawful manufacturing of controlled substance or any breaking down of precursors for unlawful manufacture of controlled substance & the premises are not certified as fit for use per decontamination of property OR
(D) in or upon premises determined not fit for use per 453.855 (Purpose) to 453.912 (Governmental immunity from liability)
Child neglect 2

(1) Having custody or control of a child < 10 & with criminal negligence leaves the child unattended in or at any place for a period time likely to endanger the health or welfare of child
Concealing the birth of an infant
ORS > Criminal Code > Children & Minors (Non-sex) > 167.820
(1) it's a violation of this statute if the suspect conceals the corpse of a newborn child with intent to conceal the fact of its birth or to prevent a determination of whether it was born dead or alive
Criminal nonsupport
ORS > Criminal Code > Children & Minors (Non-sex) > 163.555
(1) being the parent, lawful guardian or someone lawfully charged with the support of a child under 18, born in or out of wedlock, the person knowingly fails to provide support for the child
(2) it's not a defense to a prosecution that either parent has entered into another marriage, that issue has been born of a subsequent marriage, that the defendant is the parent of issue born of a prior marriage or that the child is being supported by another person or agency
(3) It is an affirmative defense to a prosecution under this statute that the defendant has a lawful excuse for not paying child support
(4) If the defendant intends to rely on the affirmative defense in (3) they must give the district attorney written notice of intent at least 30 days prior to trial. The notice must describe the nature of the lawful excuse on which the defendant is relying. If the defendant fails to file notice as required, they may not introduce evidence of a lawful excuse unless the court finds there was just cause for failure to file the notice within the required time
Note:
the term issue used in (2) is a technical legal term meaning all of a person's lineal descendants, including their children i.e. it includes grandchildren and so forth.
In this statute it isn't clear if its meaning is just children or also includes descendants as ORS doesn't provide a formal definition. Given the context, it is most likely to mean children.
Curfew
ORS > Criminal Code > Children & Minors (Non-sex) > 419C.680
(1) no minor will be in or upon any street, highway, park, alley or other public place between the hours of 12 midnight and 4 a.m. of the following morning, unless:
(a) the minor is accompanied by a parent, guardian or other person 18 or older & authorized by the parent or by law to have care and custody of the minor
(b) the minor is then engaged in a lawful pursuit or activity which requires the presence of the minor in such public places during the hours specified in this section OR
(2) no parent, guardian or person having the care and custody of a minor under 18 will allow the minor to be in or upon any street, highway, park, alley or other public place between the hours specified in paragraph (1) except as otherwise provided in that paragraph.
(3) paragraphs (1) and (2) don't affect the authority of any political subdivision to make regulations concerning the conduct of minors in public places by ordinance or other local law, provided, that the local ordinance or law restricts curfew hours at least to the extent required by paragraphs (1) and (2).
(4) the county court or board of county commissioners of any county may provide by ordinance for a curfew restriction on minors applicable to areas not within a city, which has the same terms provided in paragraph (1) except that the period of curfew may include hours in addition to those specified in paragraph (1). The ordinance may provide different periods of curfew for different age groups.
(5) any minor who violates paragraph (1) or an ordinance established under paragraph (4) may be taken into custody as provided in 419C.080 (custody - juvenile), 419C.085 (citation in lieu of custody - juvenile) and 419C.088 (custody by private person - juvenile) and may be subjected to further proceedings as provided in this chapter
Employment of minors in place of public entertainment

Except as provided in 167.840 (application of 167.830 (employment of minors in place of public entertainment) limited), it's a violation if anyone operating or conducting a place of public amusement or entertainment, who employs or allows a child under 18 years to conduct or assist in conducting any public dance, including but not limited to dancing by the child as a public performance, or to assist in or furnish music for public dancing
Endangering welfare of a minor
ORS > Criminal Code > Children & Minors (Non-sex) > 163.575
(a) induces, causes, permits an unmarried person under 18 to witness an act of sexual conduct or sadomasochistic abuse
(b) permits a person < 18 to be in a place where unlawful activity involving controlled substances or cannabis is maintained or conducted
(c) induces, causes or permits a person under 18 to participate in gambling
(A) pipes, water pipes, hookahs, wooden pipes, carburetor pipes, electric pipes, air driven pipes, corncob pipes, meerschaum pipes and ceramic pipes, with or without screens, permanent screens, hashish heads or punctured metal bowls
(B) carburetion tubes and devices, including carburetion masks;
(C) bongs
(D) chillums
(E) ice pipes or chillers
(F) rolling papers and rolling machines AND
(G) cocaine free basing kits
(d) sells to anyone under 18 any device in which cannabis, cocaine or any controlled substance is burned and the principal design and use of which is directly or indirectly to deliver cannabis smoke, cocaine smoke or smoke from any controlled substance into the human body, including but not limited to:
Evidence of paternity

(1) proof that a child was born during the time a person lived & cohabited with the child's mother, or held the child's mother out as that person's spouse in a marriage, is prima facie evidence that the person is the parent of the child. This statute doesn't exclude any other legal evidence tending to establish the parental relationship
(2) no provision of law prohibiting disclosure of confidential communications between spouses in a marriage apply to prosecutions for 163.565 (evidence of paternity). A spouse is a competent & compellable witness for or against either party
Failing to supervise a child
ORS > Criminal Code > Children & Minors (Non-sex) > 163.577
(1) the parent, lawful guardian or other person lawfully charged with care or custody of a child < 15 & the child:
(a) commits an act bringing it within the jurisdiction of a juvenile court (419C)
(b) violates curfew law OR
(c) fails to attend school as required by 339.010
False report of child abuse
ORS > Criminal Code > Children & Minors (Non-sex) > 419B.016
(1) it's a violation of this statute for someone with the intent to influence a custody, parenting time, visitation or child support decision, they:
(a) make a false report of child abuse to the Department of Human Services or a law enforcement agency, knowing that the report is false OR
(b) with the intent that a public or private official make a report of child abuse to the Department of Human Services or a law enforcement agency, makes a false report of child abuse to the public or private official, knowing that the report is false
Unlawful contact with a child
ORS > Criminal Code > Children & Minors (Non-sex) > 163.479
(1) the suspect:
(C) is an unclassified adult sex offender designated as predatory prior to Jan 1, 2014
(D) has been sentenced as a dangerous offender per 161.725 (standards for sentencing of dangerous offenders) on conviction of a sex crime OR
(E) has been given a similar designation or been sentenced under a similar law in another jurisdiction AND
(b) knowingly contacts a child with the intent to commit a crime or for the purpose of arousing or satisfying the suspect's or another person's sexual desires
Unlawfully being in a location where children regularly congregate
ORS > Criminal Code > Children & Minors (Non-sex) > 163.476
(1) the suspect
(a)(A) has been designated a sexually violent dangerous offender
(B) has been classified as a level three sex offender under 163A.100(3) (risk assessment methodology) or is an unclassified adult sex offender designated as predatory prior to January 1, 2014, & doesn't have written approval from the State Board of Parole & Post-Prison Supervision or their supervisory authority or supervising officer to be in or on the specific premises
(C) has been sentenced as a dangerous offender under 161.725@|161.725 (Standards for sentencing of dangerous offenders) on conviction of a sex crime OR
(D) has been given a similar designation or been sentenced under a similar law of another jurisdiction AND
