Dog licenses
DCC > Deschutes County > Dog Licenses > 6.04.030
(A) people with dogs not qualifying under 6.04.070 (dogs kept primarily in kennels.) will license their dogs with individual dog licenses as set forth in this chapter
(B) every dog licensed under 6.04.030 (dog licenses) will display its license tag everytime it is considered to be at large per 6.08.010
Dog licenses required

everyone owning or keeping any dog having set of permanent canine teeth or that is six months old, whichever comes first, will within 30 days after he becomes the owner or keeper of the dog, & yearly afterwards, buy from the County a dog license under either 6.04.030 (dog licenses) or 6.04.070 (dogs kept primarily in kennels.)

(A) on meeting the requirements of this statute, owners of dogs kept primarily in a kennel & not allowed to run at large are entitled to licensing at the kennel fee rate. A person requesting licensing at the kennel rate will establish the following by affidavit or signed statement:
(1) if the kennel is a commercial kennel, that it complies with applicable land use laws & ordinances
(2) that the person houses their dogs primarily in a kennel
(3) that the person has four or more dogs
(4) that the person hasn't been convicted of animal abuse under County or state law for failure to maintain minimum care standards AND
(5) that the person hasn't been convicted under County or state law for allowing their dogs to be at large during any period for which they had a kennel license
(B) any owner or keeper convicted of animal abuse under state or County law by virtue of the conditions under which dogs are kept in the owner or keeper's kennel will not be entitled to be licensed at the kennel rate
(C) any owner or keeper convicted of a dog at large violation while having dogs licensed at the kennel rate will no longer be entitled to license their dogs at the kennel rate. The kennel license of a convicted owner or keeper will remain valid for the remainder of its term.
(D) a dog owner applying for a kennel license will grant vistation authority to the premises to the County representatives necessary to verify that the qualifications set forth in the application are met.
Exemptions from license fees

no dog license fee is required for any dog owned by a blind or deaf person using the dog as a guide. A license will be issued for such a dog when the blind or deaf person provides the Country with a signed statement stating facts showing that they're entitled to this exemption. These licenses will be renewed every year
Expiration
DCC > Deschutes County > Dog Licenses > 6.04.040
(A) dog licenses are valid for one year either from the date of purchase or to the dog's rabies vaccination expiration date, whichever comes first.
(B) a dog license isn't transferable to another dog. A dog license is assigned to the dog & for the life of licence remains with the dog when it's transfered to another owner. When transfered, a dog's new owner with notify the County within 30 days of the transfer.
(C) dogs displaying a current license from a jurisdictions outside Deschutes County, but within Oregon, don't require licensing until the expiration of their current license - provided that the dog remains in the possession of the owner to whom the license was issued.
Kennel licenses

(A) kennel licenses will be valid for a one year from the date of purchase.
(B) Dogs kept primarily in kennels & entitled to be licensed under a kennel license will be covered by one kennel license issued by the office of the Deschutes County Treasurer. The license must be posted in a conspicuous place on the kennel
