Animal Control
Animals at large
DCC > Deschutes County > Animal Control > 6.08.060
(A) any dog found at large is a public nuisance
(B) any livestock found at large in a livestock control district is a public nuisance.
(C) an owner or keeper of a dog or livestock will be liable for a violation of this section only if the public nuisance resulted from the owner or keeper's negligent conduct
Conditions when animals are nuisances
DCC > Deschutes County > Animal Control > 6.08.050
(A) an animal other than livestock is a public nuisance if it:
(1) V(a): bites, injures or attacks a person
(2) chases vehicles or people
(3) damages or destroys someone other the animal owner's property
(4) scatters garbage
(5) trespasses on someone other the animal owner's private property
(6) Disturbs any person with frequent or prolonged noises
(7) V(a): places a person in reasonable fear of imminent physical injury, when such an incident takes place off animal owner's or keeper's premises
(8) V(a): injures or kills an animal or fowl belonging to someone other than animal's owner or keeper
(9) is found in violation of 6.08.060 (animals at large)
(B) an animal will not be considered to be a nuisance under this ordinance if it bites a person or another animal wrongfully assaulting it or if it bites someone or other animal trespassing on the premises occupied by the dog's owner or keeper after it's provoked by the person or animal
Dangerous dog
DCC > Deschutes County > Animal Control > 6.08.70
(A) no owner or keeper of a dangerous dog will suffer or permit the dog to go unconfined on their premises
(B) no owner or keeper of a dangerous dog will suffer or permit the to go beyond their premises unless the animal is humanely muzzled & securely leashed or restrained.
Impermissable harboring
DCC > Deschutes County > Animal Control > 6.08.80
no one will own, harbor, or keep any dog knowing that the dog killed or injured anyone while it was off the premises owned or controlled by its owner or keeper & it wasn't not acting under its owner/keeper or their employees' or agents' direction
When impoundment of dogs is authorized
DCC > Deschutes County > Animal Control > 6.08.100
when a dog is a public nuisance under this chapter, any peace officer or animal control officer may, in addition to citing the owner for a violation, impound the dog
