Pedestrians
Appropriate responses to traffic control devices
ORS > Vehicle Code > Pedestrians > 814.010
except when acting under a police officer's direction of, a pedestrian violates 814.020 if they respond to a traffic control device in a way not permitted under the following:
(1) a pedestrian facing a traffic control device with a green light may proceed across the roadway within any marked or unmarked crosswalk unless prohibited from doing so by other traffic control devices
(2) a pedestrian facing a traffic control device with a green arrow signal light may proceed across the roadway within any marked or unmarked crosswalk unless prohibited from doing so by other traffic control devices.
(3) a pedestrian facing a traffic control device with a steady yellow light will not enter the roadway unless otherwise directed by a pedestrian control signal.
(4) a pedestrian facing a traffic control device with a steady red light will not enter the roadway unless otherwise directed by a pedestrian control signal.
(5) if a traffic control device is erected & maintained at a somewhere besides an intersection, this statute still applies.
(6) when a pedestrian control signal showing the words "Walk" and "Wait" or "Don't Walk" or any other pedestrian symbol approved by the Oregon Transportation Commission under ORS 810.200 (Uniform standards for traffic control devices) & 810.210 (Placement & control of traffic control devices) for the purpose of controlling pedestrian crossing is in place, the signal indicates & applies as follows:
(a) if facing a "Walk" or other approved symbol indicating that they may proceed, the pedestrian may cross the roadway in the signal's direction
(b) A pedestrian won't start to cross the roadway in the direction of a signal showing a "Wait", "Don't Walk" or any other approved symbol indicating that they may not proceed.
A pedestrian who has started crossing on a signal showing "Walk" or any other approved symbol to proceed will move with due haste to a sidewalk or safety island if the signal or symbol changes to one indicating that they may not proceed
Failure to obey bridge or railroad signal
ORS > Vehicle Code > Pedestrians > 814.030
(1) a pedestrian violates this statute if they:
(a) enter or remain on a bridge or bridge approach beyond the bridge signal, gate or barricade after a bridge operation signal has been given
(b) pass through, around, over or under any crossing gate or barrier at a bridge or railroad grade crossing while the gate or barrier is closed or being opened or closed.
Failure to obey traffic control device

(1) a pedestrian violates this statute if they:
(a) fail to obey any traffic control device specifically applicable to them
(b) fails to obey any specific traffic control device described in 814.010 (appropriate responses to traffic control devices) as required by that statute
(1) a pedestrian isn't subject to the requirements of this statute if they're complying with a police officer's directions
Failure to use pedestrian tunnel or overhead crossing

(1) crossing a roadway other than by means of a pedestrian tunnel or overhead pedestrian crossing when a tunnel or overhead crossing serves the place where the pedestrian is crossing the roadway
Failure to yield to a vehicle
ORS > Vehicle Code > Pedestrians > 814.040
(1) It's a violation of this statute if a pedestrian:
(a) suddenly leaves a curb or other place of safety & moves into the path of a vehicle that is so close as to constitute an immediate hazard
(b) fails to yield the right of way to a vehicle on a roadway when crossing the roadway at any point other than within a marked crosswalk or an unmarked crosswalk at an intersection
(c) fails to yield the right of way to all vehicles on the roadway, except as otherwise provided under the vehicle code
Failure to yield to ambulance or emergency vehicle

(1) It's a violation if a pedestrian doesn't yield the right of way to:
(a) an ambulance used in an emergency situation OR
(b) an emergency vehicle or ambulance approaching using a visual signal or audible signal or both according to requirements of ORS 820.300 (Exemptions from traffic laws) or 820.320 (Illegal operation of emergency vehicle or ambulance)
(2) this statute doesn't relieve an ambulance or emergency vehicle driver from the duty to:
(a) drive with due regard for the safety of everyone using the highway AND
(b) exercise due care to avoid colliding with any pedestrian
Improper position upon or improperly proceeding along highway
ORS > Vehicle Code > Pedestrians > 814.070
(1) it's a violation of this statute if a pedestrian does any of the following:
(a) takes a position on or proceeds along & on a roadway where there's an adjacent usable sidewalk or shoulder
(b) on a highway that has an adjacent shoulder area on one or both sides, doesn't take a position on or proceed along & upon the shoulder, as far as practicable from the roadway edge
(c) on a two-way highway that's not divided, has no sidewalk but has an adjacent shoulder area, doesn't take a position on or proceed along & on the left shoulder as far as practicable from the roadway edge. This paragraph doesn't apply to:
(A) a hitchhiker who takes a position on or proceeds along & on the right shoulder so long as the hitchhiker does so facing the vehicles using the adjacent lane of the roadway OR
(B) a member of a group that has adopted that section of highway under 366.158 (Adopt-a-Highway Program) who is obeying the rules of the DOT for picking up litter or removing noxious weeds on either side of the roadway.
(d) on a divided highway that has no sidewalk and does have a shoulder area, doesn't take a position on or proceed along & upon the right highway shoulder, as far as practicable from the roadway edge
this paragraph doesn't apply to a member of a group that has adopted that section of highway under the provisions of 366.158 (Adopt-a-Highway Program) who is obeying the rules of the DOT for picking up litter or removing noxious weeds on either side of the roadway.
(e) on a highway that doesn't have a sidewalk or shoulder, fails to take a position on or proceed along the highway near as practicable to an outside edge of the roadway, &, if the roadway is a two-way roadway, only on its left side
(2) this statute is subject to the provisions of 814.100 (rights of driver and passengers of disabled vehicle on freeway)
(3) a pedestrian doesn't violate this statute if they:
(a) don't impede traffic or create a traffic hazard
(b) post advance warning signs in compliance with standards adopted by the Oregon Transportation Commission under 810.200 (Uniform standards for traffic control devices)
(c) wear high-visibility safety apparel in compliance with standards adopted by the Oregon Transportation Commission under under 810.200 (Uniform standards for traffic control devices) AND
(d) have a permit or belong to a group that has a permit issued under 814.072 (Issuance of permit to be upon or to proceed along highway)
(4) a pedestrian doesn't violate this statute if they:
(a) don't create a traffic hazard AND
(b) signs are posted giving notice that pedestrians may be present on or along a narrow residential roadway.
signs posted under this paragraph will be posted at each end of the section of narrow residential roadway where pedestrians may be present
Rights of driver and passengers of disabled vehicle on freeway
ORS > Vehicle Code > Pedestrians > 814.100
(1) on a freeway where pedestrians are prohibited, the driver & passengers of a disabled vehicle that is stopped on the freeway may walk to the nearest exit in either direction, on the side of freeway where vehicle is disabled & from which telephone or MV repair services are available
Unlawful hitchhiking
ORS > Vehicle Code > Pedestrians > 814.080
(1) the person is on a roadway for the purpose of soliciting a ride
Unlawful use of white cane
ORS > Vehicle Code > Pedestrians > 814.120
(1) uses a white or carries a white cane on the highways or any other public place in Oregon and is not a person who has limited vision, is blind or who is deaf-blind
(2) This statute is subject to the provisions & definitions relating to the rights of pedestrians who have limited vision, are blind or deaf-blind under 814.110 (Rights for persons who are blind, who are deaf-blind or who have limited vision)
